Fresh water tank coming out overflow

Have a 5 year old unit that just started dripping water up and out of the fresh water hose filler spout whenever the trailer is hooked up to city water connecter. Any suggestions as to what the issue might be? Unfortunately tank is under floor so have to take insulation off from underneath and who knows what to get at tank. Almost like a flapper valve is not closing. Thanks.
