starcaft launch stuck tip-out

I have a 2019 21fbs and when we were shutting it up for the winter I tried to retract the tip-out it comes in about 3 inches and the left side stops the right side keeps going and then the motor stops. I think the stoppage is the motor kicking out as a safety feature but I am not sure.it will go back out when I try to extend it just wont travel in. I have inspected all my tracks (2 each side) checked the rollers underneath (3) pulled the rubber water guard away and looked at the support wheels on the tracks. there are no obstructions anywhere both inside or out that I can see. I do not see anything that would allow me to manually move this (crank) and can find no access panels. if anyone has had this issue or knows how I can fix this without going to my dealer (3 hour drive) I would appreciate any and all advice. thanks in advance.
