They didn't spend a whole lot of time on the wiring of the brakes on these rigs. Yours looks similar to what mine did. I would probably start by shortening up the cable that's coming down from the center. Then tie wrap the leads together going to the axle. Then tie wrap them to the U-bolts. It's still not perfect, but it's much better. I may add some plastic cable wrap to help keep the wires from chaffing on mine.

Wires hanging by back tires
Hey folks,
I was told by some people that these wires must have come loose and need to be zip-tied up, but I don't see a good and safe place to do that. Any recommendations?
