I was just thinking about boat transport, today. I wish there was an easy way to get my 14' Alumacraft F7 up on top of the TT or truck. After seeing your Zodiac, I may have been thinking backwards about the boat transport.

I would suggest to remove the hubs and service the bearings. This will allow you to see the actual braking mechanisms and how they operate, overcome newb jacking and support education, insure that the bearings have an adecuate amount of grease and are adjusted correctly. The thing is, the12V draw from the batteries in the trailers original layout can be handled by a 10 AWG wire without too much drop in voltage.
