Mystery Switch???

Can anyone tell me what this switch operates. (See photo below.)
Nothing happens when I flick it on or off. The switch to the immediate left operates the main lights in the center of the interior.
I'm wondering if it is a pre-wire off/on for an exhaust fan that I'd like to install in place of the 14x14 ceiling vent.
